Ten countries run on Eastern European Time as their single national standard, plus one divided island. In standard time they sit at UTC+2. During summer they shift to UTC+3, known as Eastern European Summer Time. The switch happens on the last Sunday of March and the last Sunday of October, at 01:00 UTC. That means clocks in the EET zone move at 03:00 local in spring and 04:00 local in autumn.
What EET costs you in sleep and gives you in light
EET is one hour ahead of Central European Time and two hours ahead of Western European Time.
- EET (standard time): UTC+2. Runs from the last Sunday of October to the last Sunday of March.
- EEST (summer time): UTC+3. Runs from the last Sunday of March to the last Sunday of October.
- Spring forward: Clocks jump from 03:00 EET to 04:00 EEST.
- Autumn back: Clocks fall from 04:00 EEST to 03:00 EET.
EU member states follow Directive 2000/84/EC. Non-EU countries on EET voluntarily align with the same dates.

Ukraine and Moldova are not EU members. Cyprus is an EU member.
Why is Cyprus split between two time zones?
Cyprus observes EET and EEST in the Republic of Cyprus. Northern Cyprus, recognised only by Turkey, follows Turkey Time. That zone sits at UTC+3 all year with no DST.
From late October to late March, the two sides of Nicosia are an hour apart. In summer they align.
Does all of Moldova really use EET?
Moldova officially runs on EET and EEST. The breakaway region of Transnistria has historically used Moscow Time, a fixed UTC+3 with no seasonal change. In practice, the rest of Moldova and Transnistria show the same time during summer but differ by one hour in winter.
Is Ukraine still changing its clocks?
Yes. Ukraine continues to observe EET and EEST. A 2021 bill to abolish the twice-yearly switch was never signed into law. Russian-occupied territories operate on Moscow Time (UTC+3 year-round), though Ukrainian law still specifies EET and EEST for the whole country.

Russia abolished DST in 2014 and stays on standard time. Kaliningrad Oblast uses UTC+2 year-round. Belarus moved to permanent UTC+3 in 2011. Turkey followed in 2016, which is why Northern Cyprus tracks Turkey rather than the Republic of Cyprus.

When it is 12:00 in Berlin, it is 13:00 in Helsinki. When it is 12:00 in London, it is 14:00 in Athens. Moscow runs an hour ahead of EET in winter but matches EEST from late March to late October.
What EET means for travel and remote work
Crossing from Poland (CET) into Lithuania (EET) inside the Schengen Area: no passport check, but the clock jumps forward an hour.
Finland sits at 24.9ยฐE longitude. Solar noon there suggests something closer to UTC+1:40. It uses EET for historical and political reasons.
Greece and Bulgaria are on EET even though their longitude could justify CET. The EU lets each member state choose its own zone.
The European Commission proposed ending DST in 2018 after a consultation drew 4.6 million responses. The Council has not agreed a position since 2019. EET countries will keep changing their clocks until it does.
